This important role assists with the acquisition of external capital as necessary to fund homeownership loan programs, including support in the issuance of tax-exempt and taxable securities and the securitization of loans. It also plays a significant role in the design and development of new lending programs and improvement of existing lending programs. The role analyzes the assets and liabilities of Virginia Housing and generates pro forma cash flow projections to ensure adequacy of capital and liquidity with respect to compliance with rating agency requirements for the desired ratings and on-going decision making. Such analysis and projections include the assessment of mortgage loan portfolios, including the amount and timing of financial loss. It also generates, updates and reviews arbitrage yield, rebate yield and Universal Cap compliance calculations to ensure on-going compliance with IRS Regulations and directs the transfer of assets among various funds and accounts to maximize net revenues, operational efficiencies and financial flexibility. The Finance Manager ensures compliance with the requirements of the various bond resolutions, particularly with respect to flow of funds, reserve funds, and asset composition and disposition. Generates on-going disclosure material.

Hiring Range: $122,839 - $159,689
